Unable to initialize SteamAPI?

Hey guys so I'm trying to launch a game (PES 2017) but when I launch it it doesn't launch and this little white window pops up saying "Unable to initialize SteamAPI". It worked yesterday so not sure what's happened. I've looked on the pes/steam forums and haven't found anything. Anyone have any idea on how to fix this?

I've tried reinstalling the game and verifying the files. I'm not really sure what else to do. The steam_api file is in my pes 2017 directory also.
