Can someone help me with OBS streaming
I get a lot of FPS drop, my upload speed is 89.91
SPECS: i5 4590 GTX 960 8GB RAM
not the best PC but should be able to run 720p 30fps but it cant and I get a lot of lag and fps drop.

If the stream it self is dropping frames that means your internet is the cause, but with almost 90 upload I doubt that. If in game FPS is low that usually means your CPU can't keep up. You can go to OBS opitions and then Output and change the Encoder to "NVENC H.264" if your GPU supports it (I think a 960 might but I'm not 100% sure) and that'll take a lot of the load of your CPU and use a specfic chip in your GPU (which 99% of the time won't cost you frames) to stream the content at a slightly less quailty, not really noticable above 3500kbps bitrate. Yet if you want the 100% best quailty for your stream then I would suggest getting an i7 with hyperthreading since your i5 doesn't have it and hyperthreading does help quite a bit in streaming.
