+ a 128MB GPu isnt really a GPU at least not if you talk for gaming... But in the end this is just one point he doesnt fullfill but the rest matter too (the whole PC) Those scanning programms are poorly to really know if a system can run it or not.
and how do you know it? just because 128MB is elss then 256MB?
Often games still run and second he might could have a good iGPU that could handle this game too. You dont believe how often you see PC's that have a better iGPU then dedicated GPU espacially on such low end office pc's.
Without knowing the entire specs there is no way to tell.
It should run Borderlands 2, but it won't be fast, or pretty.
