This fixed the problem for me.
Search for steam, right click and run it as administrator, and that will fix it..
Like i said had same issue after re-instaling windows, as steam is in my case on D drive, for some reason would not create shortcuts, so done that ad fixed.. I dont know why it didnt work at first as this happened to me first time.. But yeah, I find that first thing to do if something wrong with steam, just start it as administrator.. and might fix all problems/issues!

1) Create a shortcut on your desktop directly to the steam link thing.
desktop > right click > new > shortcut > steam://rungameid/[game id of game] > next > name of game
You can find game id by going to the store page or community hub page for the game
2) On steam > Click steam top right > exit > then run it as an administrator
There has to be an underlying issue here either with Windows or Steam?
Running Steam as Admin means that you always have to manually start Steam after a reboot.
I hope Valve notices this as it may just be a bug/glitch in the newest version of the app.
Can confirm. I just did a clean install of Win10 (1903) yesterday, and now I'm having the same problem.
I hope Valve fixes this, 'cause it's really annoying

The issue is, you shouldn't need to do that and the devs are working on a patch so you don't have to do that.
