The only other difference is there is a $100 fee that you can recoup when you earn $1000 of sales.

Sounds like there is still a waiting period, you can't just post a game and release it for sale the same day. 30 days sounds like the number.
This is stuff that has passed the 30 days, those are for valve to review that they aren't breaking any rules and all that.
Buy games/keys from a site known to sell fradulently/bad keys, thanks but no thanks.
There is a very good reason the sitename is filtered.
