Buying games in another country.
Hi, my home country is India, I am currently in Saudi Arabia on a pilgrimmage, as you know there is a steam summer sale going in, I was hoping to buy a few games.
When I go to the steam store, the prices are shown in rupee's(currency of India). When I change the store location, the proces of games increase significantly. I was wondering if I could purchase the games in rupees and still play them while in Saudi Arabia, are there any legal hurdles to this?

Games bought in India are most likely region locked. Meaning if you return home those games can no longer be downloaded/played. BUT, after being in your library for 90 days every game becomes regionfree and can be installed/played anywhere in the world.
So you just would need to wait till those 90 days since activation are up when returning to India.
After that the games will run again.
Steam Store Regions are generally locked to your original region. I dont know if you could just buy in the Saudi Arabian store without a problem.
Usually Steam requires a real adress and a payment method registered to the country the store is registered to.

But I checked the prices, if I pay in Indian rupees, I have to pay approximately 10 dollars, but if I pay in Saudi riyals, I pay approximately 26 dollars, I was wondering if I could pay in Indian rupees here in saudi arabia and not face any legal hassles?

I have traveled all over the world and my store always remains the US. You shouldn't change your store location unless you're moving somewhere long term.

I have never had any issues playing US region games in countries all over the world.
