Not necessarily, I never got all stickers for all page’s. An option still opened to create a page. You can use stickers from all pages on one..

Oh, sorry i read it as all stickers for a single page were needed.. I never did get all available for any one page.

When you click on a pack of stickers, quickly press F5 to refresh. It will sometimes bug out and give you another pack.
