Cannot move file
So I wanted to move my Steam file to drive D: because my C: drive is full on space and my buddy I was talking to said to go into my C drive, then into Program Files (x86) and drag the file named Steam to my D: drive, saying that I'll be copying files over to it. Then once I do it, it says I'll need to provide administrative permissions to copy this folder.
Basically I just want to know how to move Steam from OS_Install (C:) to Data (D:)

In your library. In Steam.

When I go to my Steam folders properties there's nothing named local files.

(Sorry if I sound dumb right now, I'm not an expert on this stuff)

In the Steam client. Library. Click a game. I can not make this more simple without pretty pictures and flashing lights, and I'm not good at making images.

I'm not even lying, it says the administrator permissions again whenever I go into the local files and move it.

How would I be able to move the entire Steam folder under Program Files (x86)

The administrative thing comes up when I try to move the data folder.
