You could, in theory, run 70 different steam games at once if you wanted to. You just can't run multiple copies of the same game, and I have no clue what it does to your friends list regarding the 'now playing' indicator.

Offline mode would be one way of doing it, yes.
You could just family share, as well. Not technically the same account, but doesn't require purchasing additional copies if you want to run multiple stations at once, last I checked.

If the owner plays in offline mode then someone sharing can play their games. But it won't work the other way around.
