As far as I know, it is only possible if one of the computers starts Steam in offline mode.

Lolno.

You could, in theory, run 70 different steam games at once if you wanted to. You just can't run multiple copies of the same game, and I have no clue what it does to your friends list regarding the 'now playing' indicator.

I got that information from a topic from 2016, not sure if it still works but obviously it was possible at some point.

Woops I oopsed. Misread the thread title.

Offline mode would be one way of doing it, yes.

You could just family share, as well. Not technically the same account, but doesn't require purchasing additional copies if you want to run multiple stations at once, last I checked.

No, family share will not allow one account to play while the other is playing. Family shared games can only be played on the shared account if the main account is not playing, and vice versa.

Can two users share a library and both play at the same time?

No, a shared library may only be played by one user at a time including the owner and even if they want to play different games.

If the owner plays in offline mode then someone sharing can play their games. But it won't work the other way around.
