Also be aware that the 'treads' that the scroll wheel relies upon for most of its functionality may wear out. So if your scroll wheel is acting up, clean it carefully.

I'm not familiar with that mouse, sadly, so I don't know - are there reports or complaints about it being oddly unresponsive? Maybe did you alter something in the ini file for the game at one point with a different mouse config?
OP states he can't update the mouse's drivers—he can. Not knowing how to do something is quite different from not being able to do something. Microsoft's Device Manager provides users with the ability to do just that—search for updated drivers.
Further, I rather suspect OP's problem is related to his…unusual…binding assignment choices. Jumping would be better bound to the SPACE button, and melee to the SCROLL BUTTON or RIGHT CLICK rather than MOUSE UP or MOUSE DOWN. If the scroll wheel assignments are a problem in this game, then perhaps a wise choice might be to try different control options.
P.S.: Regarding "I must be the only HL2 mod player that didn't like Transmission 120" on your profile page? Hah! Trust me: You are not alone. I had some guys get really snotty and snippy with me when I failed to express like fanboy butt-pirate adulation for the lousy HL2 ripoff. The tech demo Lost Coast was better—now that would be a project, converting Lost Coast into a full-fledged game.
