what happens if I have 2 Steam accounts in the same computer and...
...and I also have the same game (2 individual purchases) in both accounts?
can I install the same game from the other account in the same PC? it will overwrite the other
installation and savegames and everything? or it will create a different and completely separate data?

Also, I notice if I switch to the secondary account I have the same games from th eprimary acount? how is this posible? can I just play games from the primary account in my secondary account even if I didn't purchase those games for the secondary account?

Steam will recognize all installed games on the pc, no matter to which account they belong.
So you only need one installation per game if you own it on multiple accounts on the same pc.
Also, your library will always show all installed games on the same pc, even those of other accounts.
But the PLAY button will say PURCHASE instead for the games that account does not own.
You can use Family Share to share the games between accounts, then each account can play the games of the other one. Does not work with all games but most.
