It's okay to buy CD-keys in general, but I'd stick to authorized resellers.

Chances are the key was acquired from an unauthorized reseller (even potentially with a stolen credit card) in which case your game will get revoked on a later date anyway.
Not a rabbit hole I'd dig myself in.
Therefore you might not get the key to begin with.
You can do this and the game may work but i suggest you DO NOT do this. There is no way to know if the game will activate, or if it has been bought with stolen credit cards or numerous other reasons. I suggest you buy the game from steam or a legit key selling site, ie humble bundle
Regardless of rules or being legit/not legit, I would not risk it as long you don't know what you get.
The person might lie and you get a different game - usually some few cents indie something, or region locked cheap russian version.
Person also might revoke the payment for the game and it gets removed from your account.
Indie Gala, Bundlestars or Humblebundle is your friend. Much lower prices as on Steam and the games are 100% legit.
I wouldn't support shady practices if I were you, whether there'd be consequences or not.
