OP didn't post a picture of his support tickets until post #7. He didn't actually state that the money was returned to his account "somehow" until post #30. This was edited in his original post.
In the support tickets, he claims that he can't provide them with any ID but in post #19 he claims that he outright refuses to provide Steam Support with identification so it sounds a lot like he was lying to Steam Support.
If you think that you can sort out OP's problem for him then by all means go ahead and help him out there.
It was stated in the opening post and was there from the start.
Since when is it normal to post support tickets at once?
If you think its right to send photos of you and your id documents into the internet, go send it around unquestioned. Or to whoever asks for that.
That doesnt mean you have more insight about this topic.
They already have your information or they wouldn't be able to verify it when you send ID. Saying you don't want to because of privacy is just a lame excuse.
It's not illegal to copy an ID if you're not using it for illegal purposes.
Thats not an "this or" case, if someone asks you to send pictures of you......
OP has a brand new Steam account, only 120 hours played on a F2P game and his first purchase was flagged for fraud. Something sounds a little off here to me.
This isn't some random "someone" asking OP to send them pictures. It's Steam Support.
First OP claimed that he couldn't provide Steam Support with ID and then afterwards he claimed that he refused to provide them with ID. So he told Support one thing and then said something else in this thread. If OP refuses to work with support and provide verification for his account, that's his choice.

i dont know if its alerted for chargeback,nothing says its a chargeback.

i did not charge back for sure and im willing to give it back aswell if a mistake occured.
in my refund mail paypal told me that for more information regarding the refund i have to contact steam.
simply because paypal are not responsible for the refund since i did not open any case.
the refund happened 1 day after i purchased it and with my experience with paypal you dont simply click a magical "refund" button and get the money,i did not open a case nor paypal just refund things like that from my knowledge.
im 99% sure steam just gave it back at their own will.
if steam bothered to tell me why my account is alerted i wouldve been able to figure out what happened,but they dont and i can only guess.
also i CANNOT give steam an id,saying i didnt want to give steam id is not accurate

yes even if i could give steam my id its absurd that i need to.
as for not mentioning refund on the main post its false:
"the day after i come back from work and see steam has refunded me my money and my account is now with a red alert button."
the main reason i opened this post is that reason,im fully aware that i got refunded from steam but im not sure at all why.
as for using not my own paypal,this paypal is 100% mine and i have full control over it and can provide anything they want from it.
if what youre saying is true and i used someone elses paypal and "he" charged it back,then i wont be able to still use that paypal dont i?
i still have the paypal because its mine,i will have that paypal in a year from now aswell.
ive been using it for months now.
im not trying to convince you guys because its meaningless tbh,i understand some people are sceptical and some believe me,the fact that steam are so firm with me probably make people believe i am hiding something.
but the real truth is,its just what i said,
bought 13$ worth of items from MY OWN PAYPAL ACC that i still and will forever have full control of.
came a day later and got refunded by steam for no reason I DID NOT CHARGE ANYTHING BACK.
and my account is alerted since then and no steam would even explain to me why i need to give them personal info.

Valve refunded the money because you triggered their anti-fraud systems. Valve are legally obliged to ensure that they are not facilitating fraud and well within their rights to ask you to provide ID.
You are in your rights to refuse to provide that ID, but as you can see that will lead to Valve withdrawing their service.
im curios to know why i triggered their anti fraud system?
mainly because not only i do not understand why i lost my current account im not sure if i can use a new steam account...i will add funds and then?will get the red alert button again?

They're never going to provide that information because that's all scammers need to circumvent the system.
Maybe you should speak will PayPal and see if they have any kind of evidence that can provide that Valve are willing to accept.
Well, according to what you wrote and the screenshots of your support tickets, the account was flagged for potentially fraudulent activity. Since this is a user forum no one here can tell you why exactly because we don't have access to your account.
Steam Support told you very explicity that you need to provide some sort of identification.
You keep insisting that you have no driver's license but that is not the only option. According to Support they are requesting that your provide a "driver's license, ID card or an official document that matches the name and billing address on your PayPal account."
This would seem to indicate that wherever you attempted to make the purchase from doesn't currently match the billing address listed on the PayPal account that you used.
They are asking for any form of official identification. That could potentially include a student ID or something similar. You should probably ask Support what other documents you could use to prove your identity. If all you do is keep telling them that you have nothing then you are going to end up in an endless loop of being told that they can't help you until you provide some proper identification.
Make sure that your name and billing address are correct on both Steam and PayPal and that the address is not from outside of your current country. Start there.
i understand it fully but just sad that it comes on my expanse because at the end of the day im the one losing his account.
i wish steam wouldve tell me i can bring them another thing from my paypal,i gave them everything they asked and also added more pictures just to maybe convince them but to no success.
asking paypal if i can get a proof for steam from them is very cluncky but i might just do that because theres no other hope.

i am stuck in an endless loop,the fact that i keep messaging the support is pure frustration and abit of unwilling to let my account die even do i kind of accepted that already.
i cannot provide steam with such personal details because of personal reasons,it can look suspect or something to you but thats the reality of the things.
if the desicion is losing my account or handing that personal info i will go with option 1 sadly,
its due to personal reasons of mine.
i understand it might mean death for my account and you can kind of say its my fault for not giving them what they want.
but at the end of the day looking at everything from a large pov,i lost my account for no reason at all from my part,thats what makes me so frustrated and you see me posting in this forum and messaging steam support over and over.
i think it should all go normally,the transaction and everything i dont know why it went wrong and will never probably and that will keep me from making a steam account because i dont know what will trigger their fraud system again if i use a new account?

For the next account you should use paysafe cards or so. And KEEP them as proof of purchase in case
