Did you buy a steam gift card at gamestop first or is it a normal gamestop giftcard? I believe steam doesn't have it as a payment method.

Many retailers don't let customers buy gift cards with other gift cards.

Each Gamestop doesn't have its own policy - it's always down to the company. What the quote is saying is that there is no law attached to this concept but each store (company) is allowed to make its own decision on such conditions.
