If you live in another country where it isn't 'banned', then you can buy it.

What if I just want to travel there for days? Will I still be able to buy it?
no. your store should be set to the country you LIVE in. visiting does not mean you can bypass region restrictions

Yes but you probly won't be able to play it in your actual country

Can't I just set the store while I visit there? Is there some kind of restricions?

Yes
Have you tried this?

Is the license tied to only one country?

Yes, you willl be able to buy it but upon your return, the game will be locked.

No. But Steam is aware that the game (license) is region restricted and it may be a crime in your country for them to allow you to play it. So while in theory if you buy a banned game, when you go back home and set your country back the license would be restricted.

And regardless trying to bypass the SSA is a recipe for getting your account locked and methinks you won't be happy about that either.

No, you may not use any method to circumvent your region of residence to purchase games that are banned in your country. You agreed to this when you signed up for a steam account by agreeing to the SSA.

https://store.steampowered.com/subscriber_agreement/
You agree that you will not use IP proxying or other methods to disguise the place of your residence, whether to circumvent geographical restrictions on game content, to purchase at pricing not applicable to your geography, or for any other purpose. If you do this, Valve may terminate your access to your Account.

If you live permanently in a country where the game is not banned, then you may purchase and play it as much as you want but if the game is banned in your country for what ever reason that may be, you are not allowed to purchase and or play that game.

Yes, you can lose access to your entire steam account and every game on it.
OMG, you guys scared me. It looks like using Google search gives me better answers. The SSA bypass account locked is only for people using VPN/proxy, not travellers.

This is what I got:
What if I spend time in more than one country?
You can update the store country each time you change locations as long as you use a payment method that matches your Steam country setting. Keep in mind that changing the store/Wallet country will be permanent and cannot be changed again until you move back to the other country.

If you frequently move between countries, we suggest choosing the country that is your primary residence.

Temporary Cooldowns:
If the store country has been changed in the last two weeks or a purchase was made in the previous country within the last 48 hours, you will receive a temporary cooldown on your account. The cooldown will prevent you from changing the store country for a period of time.

Note: Steam Support will be unable to assist you with changing your store region.

Conclusions from the articles
- I'm not going to be banned just because I buy games from other countries while traveling using local currency
- I can set the store country to match the one I currently reside while traveling
- Valve suggest choosing the country that is the primary residence, but it's not forced, and people can still update the store to match the one people reside while traveling
- There will be some cooldown, but it's okay, I can accept it

The only question left is if I can still play it when I back to my country, but I believe I still can play it, because Mortal Kombat 11 is banned to sell on my country, but it's not banned to play. And the neighborhood, I'm sure we are the same region (SEA)

Edit: Looking at it again, the article doesn't tell anything about trying to circumvent banned games, so that point may still apply. Perhaps I have to ask support for better answer.

You just said you will risk getting a cooldown for buying games in a different country which means it goes against the SSA. Follow the rules that are officially made by steam and you will be fine. Otherwise you risk aquiring restrictions.

Temporary cooldown =/= banned. Beside, the cooldown will only prevent changing the store country for a period of time. Read again.

After carefully reading, I think there is nothing wrong with it. I can't buy the game on my country, but buying it from another country when I travel there is also not wrong also. The SSA for people who "DISGUISE" their location. Just look at what you shared.
"You agree that you will not use IP proxying or other methods TO DISGUISE the place of your residence".

Travelling don't have the same restricions as VPN.

I speak about normal law countries here.

If you are in england, while you buy a game, you explicitly need to buy in the england store.
And you can buy the game that is censored in country x.

If there is no law that punishes you for looking at something legally that is just censored in country x, you can play it at home when you are back. As long as the publisher understood the reason for censorship and did not implement a permanent lock for any ip from country x.

Often region locks will disappear after 90 days, if its done right by the publisher.

Thanks. What you described is similar to my situation.
