Is the license tied to only one country?
No. But Steam is aware that the game (license) is region restricted and it may be a crime in your country for them to allow you to play it. So while in theory if you buy a banned game, when you go back home and set your country back the license would be restricted.
And regardless trying to bypass the SSA is a recipe for getting your account locked and methinks you won't be happy about that either.

If you live permanently in a country where the game is not banned, then you may purchase and play it as much as you want but if the game is banned in your country for what ever reason that may be, you are not allowed to purchase and or play that game.
Yes, you can lose access to your entire steam account and every game on it.

What if I spend time in more than one country?
You can update the store country each time you change locations as long as you use a payment method that matches your Steam country setting. Keep in mind that changing the store/Wallet country will be permanent and cannot be changed again until you move back to the other country.
If you frequently move between countries, we suggest choosing the country that is your primary residence.
Temporary Cooldowns:
If the store country has been changed in the last two weeks or a purchase was made in the previous country within the last 48 hours, you will receive a temporary cooldown on your account. The cooldown will prevent you from changing the store country for a period of time.
Note: Steam Support will be unable to assist you with changing your store region.

The only question left is if I can still play it when I back to my country, but I believe I still can play it, because Mortal Kombat 11 is banned to sell on my country, but it's not banned to play. And the neighborhood, I'm sure we are the same region (SEA)

After carefully reading, I think there is nothing wrong with it. I can't buy the game on my country, but buying it from another country when I travel there is also not wrong also. The SSA for people who "DISGUISE" their location. Just look at what you shared.

Travelling don't have the same restricions as VPN.
If you are in england, while you buy a game, you explicitly need to buy in the england store.
And you can buy the game that is censored in country x.
If there is no law that punishes you for looking at something legally that is just censored in country x, you can play it at home when you are back. As long as the publisher understood the reason for censorship and did not implement a permanent lock for any ip from country x.
Often region locks will disappear after 90 days, if its done right by the publisher.
