Skyrim Special Edition hotkeys not working

Hello everyone, I'm having an issue with the hotkeys (1-8) not working in SSE. I can favorite inventory items no problem, and I can press "Q" and assign hotkey numbers to them no problem. But when I press one of the hotkey numbers in game play nothing happens. I can hear a faint metallic sound of some kind when I press the hotkey number but nothing else happens. Actually, something does happen – the item becomes unequipped. For example: I assign hotkey 1. to a weapon and press 1. in game play. Nothing seems to happen other than hearing a faint sound. But if I then press “R” to unsheathe my weapon only my bare fists come up. If I then “sheathe” my fists and press hotkey .1 again nothing seems to happen except for hearing another faint sound, although the sound is a little different from the first one. Then if I press “R” my weapon comes up. It’s as if pressing the hotkey number unequips my weapon instead of bringing it up, and pressing it again reequips my weapon but still nothing comes up. Can anyone tell me what’s going on here? It doesn’t matter which number I choose for a hotkey, the same thing happens with all of them.

I tried contacting Bethesda about this and their response considered this a performance issue and that I should try improving my game play performance but trying things like turning down resolution settings, etc. But that can’t be it. I’m using a new Alienware 51m laptop with 32MB of ram, an i7-9700 desktop processor, and an RTX 2070 GPU. In all other respects the game runs smooth as silk at the highest settings.
