cant buy a emoticon from a game i own.

Just bought papers please and a few more games, and i have 2099 summer sale points.
i want to buy a few of the emotes from papers please, but when i try it only sais "You cannot redeem points for this item, because you do not own the associated game or do not have two hours of playtime in it."
i just launched the game to see if it fixed it but nothing. The emotes cost 100 each, is it possible to have too many emotes?

The wording is poor I will admit. That's a Valve specialty.

It's basically, you either don't own it or you do own it but don't have two hours in it yet.

They do this because people would milk games for trading cards and other sell-able items, then refund the game before their refund time limit is up.
This way it makes you go over the normal 2 hour refund limit and you cannot milk Valve and devs for free items and money.

I'd think this is why as I'm just guessing.

Love that logic they use though. Want that 7 cent emote? Better buy the $50+ game it's associated with first.

The points/ownership thing is ANOTHER way to acquire the emotes, not the ONLY way

Well, something is wrong because I bought a game, had it idling for over 4 hours, tried to buy an emoticon in the shop and still get the message that I don't own it or don't have 2h on it, but I do own the game and I do have over 2h on it. Restarted Steam, tried on client and browser, nothing seems to work.
