So let's say you don't own the game but you have 2 hours in it LOL
♥♥♥♥♥♥♥ you are retarded to write something like that when you clearly have no idea what im talking about.
It's basically, you either don't own it or you do own it but don't have two hours in it yet.
This way it makes you go over the normal 2 hour refund limit and you cannot milk Valve and devs for free items and money.
I'd think this is why as I'm just guessing.
