Missing setup option after clicking PLAY in steam client

I just started using steam lately. I noticed that one, Tomb Raider: Underworld, of my games missing the setup option after clicking the PLAY icon. Instead it directly jumps into the game. The game can be played without problem though. But still that option allows you to conveniently adjust display settings before entering the game. I wonder why? Or is it not every game has that option?

Not every game has that option.

The ones that do, some are only shown on first run while others show each time the game launches.

edit: it appears you can force the setup screen to reappear on that game by adding "-setup" to the launch options.
