Because those games receive ratings that are SUPPOSED to guide who purchases/plays them. You can't rate what someone is going to post on a publicly visible platform which in itself does not have an age limit for using.
While they do that, they don't want people on the forum swearing. Honestly Steam forums would be far worse if everyone was swearing.
Allowing people to disable the filter would be the same as saying "It's ok to break the rules" we would see an increase in abusive language, because all the "1337" and "Edgy" people, would disable that filter and start swearing like a bunch of drunken sailors.
If you had searched before posting you would know all the reasons why it's a bad idea and probably never will happen.
Leave the filter as it is, It's fine as it is imo. If someone can't live without all these abusive words, there is a ton of forums and websites on the internet with that kind of language.
