Have seen similar worded comments in the past few years. Some were scammers others were indeed too embarrassed to ask me something in the comments. Usually related to the mods I use and the fear to "out" themselves as newbies.
Do whatever you like.
There's no compelling reason to enjoin someone who won't just come out and say something on your profile.
I would put money on it being "I accidentally reported you" which is a scam.
"Hello there, add me i have to tell you something very important hope you will noticed this comment, TRADE IS NOT INVOLVED HERE!"
I'm sorry to disturb you, Add me asap! I have something to tell you its really important i hope you will notice this comment... (I am not a bot and not for trade)
They are a scammer. We've seen that exact copy-pasted comment on SO MANY scammed user accounts recently. Report, block/ignore, and move on.
Duh, but are these bots targeting people in the forums a lot more efficiently? I have never been contacted by scammers during my time on Steam before.
