Steam doesn't have delivery delays; licenses are activated instantly.

Same for pre-purchases, although I can't tell how it looks exactly. The actual game will become available when the publisher releases it, but the license will be there right away.

It would really depend on what you have purchased...

As Kargor says: if you're buying a game or product within an existing game, as long as that thing is actually-available, it's instant.

If you're talking about *merchandise* that's physical, or DLC which isn't available yet... that's entirely different and would depend on exactly what it is.
