that's something only Steam Support can help you with, or at least explain why your account has been disabled.
You need to contact Steam Support, not other way around it.

i dont know why my account disable,but 3 week ago i had a want a refund on dying light but not allowed a refund because i bought a game 1 week before i ask a refund is that a mistake,if yes tell me how to solve it
Did you add a new payment method recently?

Did you delete cookies recently?
Or add a new mobile?
Gift too many times?
This will cause a cool down period .
During sales due to abuse of the wallet purchases the wallet has now been disabled for gifting only credit cards can be used since a year ago or so.
What else comes with the message you get.

and how am i contact steam support
If you added funds to your Account too many Times, or have tried to Add Funds from a Gift Card too many times with too many failed Attempts...

This will disable your Account, even if you got a Successful enough amount of Money added,
you still would have to wait like 7 Days, but continuing to try will result in a longer then 7 Day Delays...

I also noticed that some times the 7 Days are not exact, like you might have to wait
8 or 9 Days instead... If it were me? I'd just wait a full 2 Weeks, just to be absolutely sure...

You are welcome to ask STEAM Support for an Explanation for the problems, too,
but that's up to you...

To Contact STEAM Support... It's both at the top of the Client, & on Top of the Website...
It says Support, click that, & then click STEAM, or STEAM Support...

Purchasing disabled is only something support can look into.

Your guesses about waiting are irrelevant and something the OP should not do.
