I would guess a refund to wallet means steam still has your money, so the discount isn't affected.

They don’t make you pay the discount back if that’s what you’re worried about.
Each game in that purchase got part of the discount applied to it so it basically lowered its price further. When you refund it you get refunded that new lower price as that’s what you effectively paid for it.
The game’s share of the discount? That’s lost as it was a one-off deal.
