When you file it, you'll probably get a "look at the forums" response, at which point if you click "I still need help" and then link them the a forum discussion where you've been participating, MAYBE you'll get a slightly more personal response that indicates they've added you to the actual internal bug report.

I have not been able to connect to voice chat for 2 days. I get the error "(WebRTC) Got failure (2) response from InitiateWebRTCConnectio" I have tried on my laptop at work which I have had no issues connecting to voice chat in the past, and get the same error. I tried on my friends PC, he is able to connect to voice chat just fine, and I get the same error.

I am also sorry to hear that you are experiencing this issue with Steam Voice Chat.
You'll first want to visit following article and follow all of the troubleshooting and configuration steps:

If you are still experiencing it after following those steps, please create a report in the official Steam Chat Discussions with a brief description, the steps that can be taken to reproduce it, as well as any other information that seems relevant.
You may also need to work with a local PC specialist in your area to help troubleshoot and isolate a possible underlying issue.

So the issue is not with my network or my PC. It does not matter what PC I log into it will not work. I have tried on my friends PC and it did not work for my on his PC when I logged into my steam account. But when he logs into his Steam account the voice feature works just fine. So this seems to be some issue with my steam account. You have pointed me to the Steam Chat Discussion but several people have posted there and they all have the same issue and we have yet to get any help.

If you look at those 2 threads you will see it is the same for us all. Our account will not work but if we create a new steam account it will work or have a friend login to their account on our PC. This started happening for all of us on the 8th or the 9th

Please follow the instructions below to participate in the Steam client beta which may correct the issue you are seeing:
1) In Steam, click on "Steam" in the upper left, then choose the "Settings" menu. (Preferences on Mac)
2) On the "Account" tab under "Beta Participation" click the "Change..." button.
3) Select the desired beta test from the "Beta Participation" drop down list and click "OK".
4) You will be prompted to restart Steam, please select the "Restart Steam" button.
Note: In some cases, you may need to perform these instructions twice for the beta to take effect.
If you have any further questions or encounter any difficulty with this process, please refer to the Steam client Beta group.

I was already pert of the steam beta when the issue started. I have already opted out of the beta program before I opened the support ticket. This did not fix the issue. As I have stated before this seems to be an account issue and not a local issue. Please read the previous comments and the posts on the 2 steam threads I provided.

Along with reports submitted directly to Support, the Steam team uses a number of community sources to help investigate the frequency and severity of issues like this. These issues are continually being addressed through Steam Updates. Support does not provide any information on upcoming or planned fixes.
I would encourage you to search for the issue and post about it in one of the more active Steam community hubs, as other users may be experiencing the same thing.

As a result of this, my whole gaming group has switched over to Discord for voice comm. Thankfully, they were willing to do so, and it has been working out well.
