I have tried every troubleshooting solution i found online. cleared webcache, reinstalled steam, added steam to my firewall. made sure the ports were open for voice chat and steam.
I am at a loss of what else I can do. Hopefully this gets fixed soon.

You'll first want to visit following article and follow all of the troubleshooting and configuration steps: https://support.steampowered.com/kb_article.php?ref=2598-RTZB-6114
If you are still experiencing it after following those steps, please create a report in the official Steam Chat Discussions with a brief description, the steps that can be taken to reproduce it, as well as any other information that seems relevant.
You may also need to work with a local PC specialist in your area to help troubleshoot and isolate the underlying issue.

I explained this is 100% an account issue, but I am not sure if I will get any real help.
I put in a support request 2 days ago, and got a response today.
"Thank you for contacting the Steam Support team. It sounds like you’re having network problems.
Network problems can be caused by a variety of things, so even if it seems like your network is functioning correctly, please go through our Troubleshooting Network Connectivity article for probable fixes.
Additionally, our diagnosing and reporting network problems article has information that will help you self-solve different network problems you may be experiencing.
Steam Support is not really the best source for help with in-depth network troubleshooting. Many issues require someone to actually look at your machine or test your network and internet connection under a variety of circumstances, both of which we can't do here.
If you can’t solve the problem with the information in the above articles, the best way to proceed is to try to determine if the problem is with your computer or network, and then talk to a local computer diagnosis/repair shop or your internet service provider respectively."
I told them the network isn't the issue, there was no change to my network environment, only the steam client, and other users have detailed identical situations in at least three threads (and provided links to them). I said they could close the ticket but asked them to forward this feedback to whoever fixes bugs for the client.
Their response was lackluster, not acknowledging anything about the info I provided.
"We have provided all the available information in our previous message. Since there's not much more that I can say or do to be of help with this particular issue, I am going to close this help request.
If you have questions on an unrelated issue, please create a new help request and we will be happy to help you."
So they were of no help. I just hope they passed this along to the right people.
