is it possible to Reconnect files after a windows 10 factory reset
i was forced to do a factory reset on my main drive but my steam games are on a different drive can i just connect the files without having to reinstall?

Sure. If you installed Steam on the other drive, just run the Steam.exe, the client will do the rest.
If not, install Steam, create a new library folder, close Steam and then copy the content of the old folder into the new one. Then start Steam.
