HORI racing wheel overdrive not working

got this hoping to play on my xbox and my pc. the manual says that it works with both but the controller, but nothing on my pc other than the pc will detect the wheel and none of the xbox games will accept it. forza horizon 3 lets me access menus but no more. the pedals dont work and neither does the wheel. if anyone has any ideas of how to fix this please help

Mine has a switch at the top. Steering & Pad. Works on the pad mode like a controller.
