Do you have other apps that have overlays? If so it might be trying to interfere with Steam overlay.
Do you have overlay shortcut keys set same as for something else, that might be causing interference to opening it.
Changed it once to alt-1 to see if it would work

also, discord is shift-¬ thats the only shortcut key that I see. Thanks
- Ensure the box is checked for "Enable the Steam Overlay while in-game" under Steam settings under In-Game.
- Run Steam as Admin.
- Restart PC.
- Opt in beta, or if already in beta opt out instead. Steam settings under account, and you see the change button.
- Reinstalling Steam, to keep games is simple. Upload all your screenshots 1st so don't lose them. Next go to where you install Steam, move "Steamapp" folder outside of the "Steam" Folder, as "Steamapp" holds your games, and key files that tells your Steam client what games are installed, once it's outside of "Steam" folder, you can uninstall Steam, if "Steam" folder still remaining, delete it, then reinstall Steam, launch Steam, once client downloaded, do not login, just exit out of Steam, move back "Steamapp" folder back into "Steam" folder, then launch Steam, and login, and test to see if issue resolved.
If you did do everything as you said, then this is what I can think of.
- Something broke that needed to running app correctly, such as driver.
- Something interfering with Steam overlay from being able to appar, or run. What you can try is running Windows in safemode with network enable, open Steam, launch game, and see if overlay works, as nothing should start up, or run in the background besides only Steam, and your game. If doesn't work, then something wrong on system software end.
To get into safemode on Windows, press Windows key + R key, a run commend will appar, type "msconfig" without quotes, you see a window appar, click the boot tab, now check box for safemode, and enable network, click apply, and restart, to undo safe mode, just repeat same thing to undo safe mode but disable safemode option. https://imgur.com/wEpCohw
If Steam just crashes when you launch it, then something wrong either you have a driver issue that need to be repair, or might be using out of date drivers, and may try updating Windows.
