Is it possible to take a CD game that is not available on steam and link it to my library?
I happen to own copies of LEGO Island 1 and 2, LEGO Island Xtreme Stunts, LEGO Racers 1 and 2, LEGO Soccer Mania, and LEGO Stunt Rally. As far as I'm aware, these games are not available on Steam.

Since I have installed these games on my computer, is it possible to somehow link them to my Steam account so they show up in my library and I can install them if I no longer have the disc? Let's say I change my hard drive, move, and no longer have a CD on-hand?

This is also very helpful for organizing my games. If they're all in one place, that makes it easier to keep track of things.

Is this possible? Also, what happens if the game IS available on Steam, and I own a CD? What happens then? Do I have to buy a copy of the game on Steam, regardless of whether I already own a physical copy of the game?

So the game files would magically be hosted on Steam servers? No. Of course not. You're gonna have to manage your own backup schemes or whatever.

In most cases yes, if you want the game from a different store, on a different medium you have to buy it again. You'd have to take it up with the publisher to provide you a Steam license otherwise. And think of it this way. You bought an album on CD years ago. Does iTunes give you the album for free? Or you bought a movie on DVD years ago, does anyone owe you a Blu-ray? Video games are not different in that regard, not different at all.

Only as a non-Steam game. But you aren't granted downloading privileges for the games.

Thank you. I had the publishing rights and licensing in mind when I posted this, so it makes perfect sense that what I'm thinking of isn't possible.
