Steam overlay doesn't work anymore in any game

for a week or so, Steam Overlay does not function. ♥♥♥♥+Tab doesnt do anything, and if a functionality in game opens the overlay, game cursor (for example Dota) still shows, and there is no way to interact with overlay window or close it. I need to kill SteamOverlayui.exe in task manager...
Of course overlay options are all ticked.
I added Steam folders in Avast, in Windows firewall, it didnt change anything. file integrity ok.
No idea how to fix this...

I tried that too.
Since then, I uninstalled some anti-keylogger called spyshelter and deactivated xbox overlay (Winkey+G) it seems that one of those did the job.

I have similiar issues. I was able to add gamepad functionality to Dragon Age and NWN2, and it worked fine until the day after, when both overlay and config stopped working. And when it has stopped working, it will not come back on. No idea why this is happening.
