I can assume something is automatically called for your game, either if you have mod that has a auto run script, or some software trying to call for it when you boot windows.
If you go into windows safemode with network enable, and it doesn't launch when you boot into safemode, or launch when you open Steam then you know 100% something on your system is calling to your game, or a auto script is being run.
Windows key + R to bring up run command, type "msconfig" without quotes, you have access to the boot feature.
as Dr.Shadowds says this is not normal, unless something ( just like a analog flightstick not in center can push mouse or action if something hit a button )
some pc even have quick game menu or other startup , but then you normaly enter a game menu not windows.
and are you sure someone dont make joke with you, and put it in windows start menu. ( i doubt it , hey who knows ? :)
But what I want you to try is start in Windows safe mode with network mode, and see what happens.

You could try this, rename the L4D folder, restart PC, if it still get called, then it something in your game folder that scripted to launch. It should fail to be called if it unable to find your folder, if it was made to look in certain path.
I scoured the registry for C:\Program Files (x86)\Steam\steamapps\common\left 4 dead\left4dead.exe but only found typical entries.
Now did anything pop up saying fail to find something?
This what you want to do if error comes up, open Event viewer, then look under Log summary, you want to look at the time, and when the error happens, this way you know the time frame when the error should show in your logs. Double click on the recent error that you encounter, you will be taken to the Windows log sub sections where to see where all the logs are, don;t forget the time frame the error happen at, when you see the error it will tell you what trying to call, and say what fail to do to this.
For example I used game call Yooka-Laylee, I removed one of the core files need to running the game, I get error pop up, and then I look in the event viewer, I was able to find the error since it's easy to know that it's a pop up alert error so not hard to spot it. It tells me what wrong as well.

Right click the bar at the bottom of your screen, choose "task manager", and check if it's something you can disable on the "startup" tab. (If you don't see tabs, click "more details" and they should appear.)
