How to block steam from connecting to the internet?
No, I do not want to use offline mode.

Need to conserve bandwith excessively.

Anything is fine, ports, hosts file, IP's etc.

Yes. And if none of those methods work, then you will have to use offline mode.
With a 2 way firewall you can see outbound traffic before it happens

Create a rule in Windows' firewall to block all outgoing traffic concerning Steam.exe.

And for the rest, if steam detects false rules it will make its own new firewall rules.

Have you actually tried it? I have and Steam indeed couldn't connect despite my PC being connected. Writing this on the browser because Steam swears I have no internet connection. Because the firewall blocks Steam.

Yes?

I modified the rules that were made, tried making new ones.

I've found a fix though, I just use netLimiter to block in/out connections.

Well, I've tried it and it worked. I've blocked Steam.exe in the Windows firewall and Steam couldn't connect upon start.
