Have the latest gpu drivers downloaded and ready for when it reboots.
I already have guru downloaded, I dont know what to do, all i have is a scan option, I Scan, then it says I have to pay for it.
What did you download and where did you download it from?
That sounds like some adware stuff, uninstall probably and scan pc with malwarebytes.com/ and malwarebytes.com/adwcleaner/

See where it says: Click one of these to download.
You need the file called [Guru3D.com]-DDU.zip
It has a file called DDU v17.0.7.6.exe that open and unzip somewhere.
Then you get Display Driver Uninstaller.exe
make sure you got the new drivers downloaded and ready
If you got this far then check my second link on how to boot into safe mode.
boot into safe mode.
Run Display Driver Uninstaller.exe in safe mode
Click "clean and restart", you can see it on the screenshot.
Follow the steps and let it clean and restart.
When it has restarted then install the new gpu drivers which includes shadowplay.
I see the file guru3d.com, I open it and says "download from guru.com" I click it, and it says unable to open. (yes I have winrar).
You mean you opened the zip called [Guru3D.com]-DDU.zip?
you opened it and it had a folder called "Guru3D.com" which contained a file called "downloaded_from_www.guru3d.com.nfo"?

In that zipfile there should also be a file called "DDU v17.0.7.6.exe"
extract that file and run it, it's a self extracting file.
it will ask you to pick a folder to extract it.
Pick your desktop and MAKE A NEW FOLDER on your desktop.
Extract it there.
In that folder you should have a file called Display Driver Uninstaller.exe
Ok, I just did all that. I got my nvidia control panel back and also downloaded drivers, but it still wont download geforce experience. I get the same error. Btw thank you for taking time out of your day to help me :), even thoe im being a little incompetent right now lol.
Did you tell DDU to remove the gforce experience? it can do that even if it's not installed.
Did you run it in safe mode? You could try again if you want and missed something.

I forgot to do that just did it and its working again thanks bud :). Ive literally been trying to figure this out for atleast 4-5 hours.
