How do you smooth the scrolling?
When I use my mousewheel to scroll in steam, the whole pages moves in large increments at a time.
Is there any way to turn it to scroll smootly like one is used to from web browsers?

you mean it almost scrolles to the end of the page? i'm having the same problem since i upgraded to windows 10. haven't found a solution yet.
Let's try to explain it further. Regulary, you move your scroll wheel down for one increment and in a web browser, it would scroll down by x pixels smoothly, like you can see the screen go "up" (or down) pixelline by line very fast. If you would record it and then slow it down, you could see each line.

What I have is more like it's skipping pixels. I scroll down by one increment and it moves the screen up/down by x pixels instantly without any smooth "animation".

And I am still running on Win7.

No, you can't.

You can however use the steam store and the steam forums using any browser of your choice.
