Here i found a way how to activate a Steam key on your mobile phone

Simply click this link
Steam key register
... or copy this link https://store.steampowered.com/account/registerkey?key= with your Steam key added after "="

Another way is using Ice client [play.google.com] from Google Play but it is still in development.

Your second link is broken. Just remove the part with the key and shorten it to:

https://store.steampowered.com/account/registerkey

You can easily paste the key in the form box on the page.
