Help with refund when games goes on sale after buying them?

Hey there, I'm just wondering, what's the policy about balancing a games you purchased and it ends up being on sale shortly after buying it?
In my case I would like to buy Final Fantasy XIV Stormblood but when I contacted Square Enix support asking when it would be on discount on Steam, they told me Steam is the one deciding for that but that most of their reseller planned to have it on discount for the Black Friday.
Problem is, when asking to Steam support, they told me they don't disclose this information...

And truth be told I don't wanna spend 50$ when it's gonna be at 25$ next month.

So does anyone know what happens if I buy Stromblood today and it does pop up at discount for the Black Friday? Am I getting ♥♥♥♥♥♥ by 25$ because steam refused to diclose the information or do they balance it?

No. You don't get money back. That would be way outside of the refund time limits.
