You cannot trade with XXX because they are on a Cyber Cafe account.
What is that supposed to mean? I dont understand whats a cyber cafe account or why i cant trade with this person.

Most likely it means your friend is using an account he is not supposed to have in the first place.
Aka an account he bought from someone else.
