Can't give Game Package

I'm trying to give Civilization IV to my main account but it keeps saying, "An unexpected error has occurred. Your purchase has not been completed. Please contact Steam Support.".

Is it because I can't give game packages to others like game bundles?

Sounds like the gifting flag. The "gifting flag" system was added sometime last year during the summer. Around the same time the Argentine Peso crashed.

You need to contact support and have them look into the flag and see if it was added to your account in error or not.

Averages are a few hours to a few days. And those are only averages.
