Unable to add phone number

I've attempted to link my phone through the steam app and several browsers, but the "Next" button does not light up.

I'm from the Philippines with a SMART mobile network, and it seems that issue lies with the prefix of my number not getting recognized, which is +63961. I discovered this while changing the prefix randomly.

Is this a known issue?
And does anybody have a workaround for this?

I have the same issue here (Ph) +63, my new contact number wont recognize (0963) but the old digit number somehow able to recognize (0977, 0909, 0915).
