No idea why its still like that.
i've tried just about everything and by george i think you're about this.
click start > Click on the cog / gear icon > Click on gaming > Then just check the box for "Open Xbox game bar"

This will take focus away from Steam client for the guide button, and no your Xbox game bar will not show, or launch because you need to turn it on, if you don't want game bar, leave it off. You only want to check the box for Open game bar that all.

♥♥♥♥♥♥♥♥ steam, finally i can turn off my Xbox one controller without launching the stupid Big picture mode.
Also the workaround is not working anymore with Windows 11, the option was removed. So what new workaround do we have?

it does still open the big picture when steam is in focus, but that's easily fixed by not having steam in focus.
also I can't turn on the binding to xbox game bar because I'm using windows N and game bar isn't installed.
