Then you "accidently" filled in all the billing information, including a legit address and name for the store country you switched to.
And then at the end when Steam again warns you about that those information need to be correct you pressed " Proceed" and switched store country.
All that while faking an IP address of that country via VPN.

Do NOT try to purchase anything until you can change it back.
All sites, and etc have this problem they can't tell if someone claiming to be from so, and so by IP alone only, as that's the only infomation they can even go off on, and that's about it when visiting, or making the account using the said IP.
The only thing they can do is check if multiple sources using the same IP, and back checking if it's related to using a VPN/proxy service, beyond that, it's not possible to truely tell where someone from, unless they provide the said Details.
Some stores makes accounts base on what country you're from, and keep them fixed like that. For Steam, and etc, when you make your country, it will use the current IP to see what country your from, and lock your account to that country, to change your country, and store prices for the said country, is that you may need to provide information, such as billing address, and/or etc details to them.
Stores like PSN, Nintendo, or etc, they lock your account base by region, but you can still change your country as long within the region, like for America continent that Canada, USA, and other places in south America, for EU with Middle east, and then lastly Asia region, which you get the picture, and only way to change country from America, to EU is that you have to make a new whole account, or possibly may have to contact support for help if they provide that support feature to provide them information such as billing address, and/or etc details about yourself.
To keep this short, it's easy to spoof where your from, and there's no way for them to know where you're really from, unless they can verify you, but there's only so much information you can provide, and they can only go by what you say where you're from. If the whole world governments, or etc, wants more details from retails, and set new laws making those stores to collect those details, they have to ask everyone and provide them to thier governments, but that;s only if all whole world governments demands these things, then you be force to provide information that not easily spoof like your SIN / SSN, and etc, which yea that not going to be that simple to fake where you're from. But there is a key factor in place on some stores, may detect where your credit card company is from, and if you're claiming to be from said country, but using another country credit card, may get deny from being able to buy, or even change store region on the account, now that depends if the store has that feature.
Yes. And add a payment method from your home country.
