Yes. Everyone have these tools forever, this is for if you want to run a server, or want to make things for a game if they provide you tools to do so by the game dev/publisher.
You don't have to use them, just ignore them.
- Dedicated server tool, that means, you can set up your own server on your system to host the server on.
- Creative / workshop tool, that means you can make MODS for your game.
If you have any other questions how to use them, how to set up servers, and etc, ask in the game sub forum, each game has their own forum.
Just hide the tools section in your library and you'll never see them
No, they are part of the game license. If you remove them you remove the entire game from your library.
But like already said:
A: they were ALWAYS there, they are now just visible when previously they were not
B: you can hide them easily with the filters your library provide and you will never see them
There really is no problem here.

and nothing prevent you to make a game server for other friends, you dont need to own the game. ( maybe ita this what OP might not know )
its like option never activated the tool section should be seen as such, if that help with a explanations.
