I have tried most of the methods on how to fix the said problem. Neither of them worked. I tried using VPN and my friends list showed up. Any solutions you would recommend? Thanks !

Some say mobil has take over the offline in Friends and Chat settings, so then pc go online its offline.

and it has been this way for years and more people use mobile now so more start to notice this.
use steam suggestion to complain over it or steam ticket system.

ps.
and it make sense why many of us never got this error unless there is a network issue.
and it clear up later or next day. ( mobil is offline dont clear this )

steam devs need a friendly kick on the leg. ( its no wonder why its hard to ID then its thirdpart device doing it. ) if you use mobil with steam.
