this is called congestions even before covid-19, and network in as we say in primetime region zone can affect such, im not sure you even can say 14:00 to 23:00 is primetime anymore but that was primetime before covid-19 ( call it after school then kids get home to kids got to bed )
i know i did not have to explan this, but many did not know what primetime was back then, and i bet even then some countrys start to open again, i bet there is still many at home.
best advice is as pinned down say's set client to update then not need ( dont update games you dont play in main hours )
sure go ahead check for bad packet and reboot router and pc 3minute after, but i doubt it will help.
see steam connection in help menu, but imo off peak hours, chance for better connection should be there.
just because i say this, dont mean you cant have a real problem, but in this times next day you might not have a issue at all.
