With this particular place I honestly don't know, one website I found that is legit is literally called free steam keys, and it basically alerts people when promotions go down, but that site has been mentioned on it

Gray markets has nothing to do with Devs, or publishers as they buy the game keys from other people that bought it from the 3rd party reseller stores, and resell them.

I'm a developer that they contacted directly today asking if I would donate keys at a fraction of what they'd normally cost to their website in exchange for the publicity, so that may be true for some of the games, but not all of them.
And there are plenty of people here who have already confirmed it, but obviously if they're contacting developers directly for Steam keys, the keys themselves are legit. It does of course still seem extremely shady, so I don't know if I'll actually go through with it, especially if Malik is saying the group just got banned from Steam.
There are another kind of gray market, I wouldn't exactly call them gray, but they still fit in that area, these ones are much better than your individual resellers, as there's only one reseller, no one else, basically just a store, pretty much like CDkeys, or etc, which they buy keys from you, or buy the keys from other 3rd party reseller sites, then resell the keys themselves on their own site.
But yes there was a story where a publisher almost made a deal with G site which they quickly learn the truth what kind of business they run, and quickly opt out of even forming the deal with them, which was thanks to reddit community, and etc...
Now buying from gray market there's always the risk of possibly encountering an ***hole that wants to ruin things for others, there's loads of stories all over on this stuff when comes to those gray markets which are not hard to find. but you will encounter legit people that won't be an ***hole, but again the risk never goes away when buying from gray market, and you would't know until it hits you with key getting revoked, because Dev got rip off by the said ***hole.
Give away are easily done by number of ways, can ask Steam to provide free give away on the store itself for limited time, could try using existing popular sites that does give aways, and there's always setting up your own give aways, and posting about them on those give away hunt forums such as r/FreeGameFindings, https://steamcommunity.com/groups/GrabFreeGames , etc... I wouldn't suggest promoting on gray markets for give away, but it's up to you really what you want to do. I hope this helps with some information of understand, and I know I didn't go across everything, and deeper details, but this is the some of the surface of hings.
TL:DR, Gray market is not exactly trust worthy, as there's risks to take in with them. Which most cases 3rd party resellers just end up being the safer, and better route for Devs / Publishers for distributing their keys for sell, instead of setting up their own site, and store to sell the keys themselves.

Just look at the sheer amount of steam keys they have given away 4.5 million steam keys.. that is pretty insane, when this has been operating commercially.
(so one could naturally assume it has been a lucrative business for the site owner.)
so they definitely bought all their steam keys or had them given, they haven't acquired these keys "fraudulently" (well i can't say for sure but i am very convinced they haven't).
but the OP was really concerned about the legitimacy of the site, probably because he might afraid to use the extension they force upon their users.
but nobody has reported any attempt of hijack or malicious intent as far as i know from giveaway su.
