Where can I read about steam sale details?
I want to know if I'm still fully-intact supporting the game's publisher once I buy his underpriced game during (steam featured) special sale events - like summer/noel holiday event.

What do you mean with "fully-intact supporting"? And why do you call it "underpriced"? The publisher is the one who sets the discount, not Steam.

As I said, the publisher sets the price and the discount. They get about 70% of the price they set. So no, if they discount their game, they obviously don't receive the full price.

The publisher always gets their cut when you buy a game, sale or not. But obviously if a game is on sale, they will receive less money than they would if you had bought the game for full price.
