When the app is closed, or if you have restarted PC, and came back to desktop, right click on game in Steam, and click uninstall.
I assume this is related to uninstalling Steam games, or software that's from Steam?
If not, look up your problem with this software you have problem with, I suggest use google search, or other search engines to find answers related to your 3rd party software you installed that's not related, or part of Steam.

Then exit out of Steam, on your computer go where you install Steam, or where you install the Soruce film maker, into Steam > Steamapp > Delete "appmanifest_1840.acf", now go int Common > Delete folder "SourceFilmmaker" once you have done that, launch Steam, and it will be not installed, as you deleted it manually.
If that what you want to do, it's up to you.
I got a Solution for you... Deleting the APP might be related to a
Windows 10 Administrator Locking Issue preventing it from being
Deleted... I know how to Unlock the content so that they can be
Deleted...
