How do i install games that are already downloaded on my pc?

How do i install games that are already downloaded on my pc?
Hey guys so i had to reset windows and it deleted some stuff but not games bc i had it another drive. everytime i try to launch a game it says i have to download it again but i already have it downloaded. i tried copying the game to another folder so i made another folder in the same drive bc i dont have space in the other and then it says it already been copied so it doesnt let me do anything. i even tried selecting a different folder on steam settings and it doesnt let me do it. if anyone can help me with this problem please. I am trying to play my games but my internet is super slow literally it downloads my games at KB so it will take weeks downloading my games again. Please anyone help

I'm not 100% sure if it will work, But try going to your options

Settings > Downloads > Steam Library Folders > Add Library Folder

And look for the folder where the games are installed and select it.

Yeah I tried that and it still didn’t do anything, it just starts the download for the game like if I never downloaded it
