Cant join or host anything on anything.
I cant join people in games, people cant join me in games. Its not just one game its everygame, it doesnt have to do with the router, I played smash online just fine. I can call people on discord without fail too. But I cant connect to anything. I was able to connect to an online game through my browser (skribl.io). But I can't play netplay on dolphin, cant play with a friend on borderlands 2, and couldnt play on nuclear throne together.

Then clearly this is a port issue, or ISP blocking certain protocols.

If connecting to VPN service, or private DNS server, then chances they may be blocking certain protocols.

Or have some 3rd party software that interfering with the games, for their protocols.

They may have their game set to invite friends only.
